The Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003 makes provision for the regulation and inspection of a range of health and social care services.
With the introduction of new regulations, day care settings, residential family centres, domiciliary care agencies and adult placement agencies became subject to regulation on 30th April 2007. Click here to view the new regulations.

The HPSS (Quality, Improvement and Regulation) (NI) 2003 Order (Commencement No.4 and Transitional Provisions) states that those managing such agencies or establishments before 30th April 2007 may continue to so do for a 12 month period, or if they applied before that date until RQIA finally disposes of that application.
Anyone who wishes to continue managing establishments or agencies beyond 29th April 2008 must have made an application to RQIA by that date, in order to avoid committing an offence under Article 12 (1) of the 2003 Order.
