Current Enforcement Activity

Where RQIA identifies concerns about a particular service it may take enforcement action to ensure the safety, wellbeing and protection of those using the services. We may also take enforcement action where we identify non-compliance with regulations and/or standards.

Belfast Health and Social Care Trust

Three Improvement Notices were issued to the Belfast Health and Social Care Trust on 16 August 2019, in relation to the staffing arrangements, management of patient finances and safeguarding arrangements at Muckamore Abbey Hospital.

Brooklands Healthcare Londonderry

Two failure to comply notices were issued to Brooklands Healthcare Londonderry on 12 August 2019, relating to governance arrangement and medicines management at the home.

Homecare Nursing Services

A Notice of Proposal to impose a condition on the registration of Homecare Nursing Services was issued on 22 May 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  

NIAS Trust

On 12 March 2018, DoH accepted RQIA’s recommendation to implement a special measure to strengthen governance and assurance arrangements within the Northern Ireland Ambulance Service Trust (NIAS).

RQIA has recommended the secondment into NIAS of a senior practitioner with experience in infection prevention/control and governance and assurance. 


An Improvement Notice was issued to the NI Ambulance Service Trust on 21 December 2018, and extended on 29 March 2019, to ensure robust staff training for infection prevention and control is delivered and assured across the organisation.

Owen Mor Care Centre

Four failure to comply notices were issued to Owen Mor Care Centre on 15 May 2019 and extended on 27 June 2019, relating to care records, medicines management, staffing and governance arrangements.

Parkanaur College Supported Living Service

Condition placed on the registration of Parkanaur College Supported Living Service​ on 28 May 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  You can view the condition of registration here.

Condition placed on the registration of Peniel Nursing Care Services​ on 8 April 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  You can view the condition of registration here.

Ringdufferin Nursing Home

Four failure to comply notices were issued to Ringdufferin Nursing Home on 25 June 2019 , relating to medicines management, health and welfare of patients, governance arrangements and staffing.  Compliance was achieved with three notices on 18 July 2019.  One notice was extended on 23 July 2019.

Rockfield Care Home

Three failure to comply notices were issued to Rockfield Care Home on 09 July 2019, relating to falls management, care records, staffing and governance.

Strabane & District Caring Services

One failure to comply notice was issued to Strabane & District Caring Services domiciliary care agency on 13 August 2019, relating to systems for managing, recording and monitoring accidents, incidents and missed calls.

Valley Nursing Home

Seven failure to comply notices were issued to Valley Nursing Home on 16 July 2019, relating to refurbishment of the home, management arrangements, meal times, health and welfare of patients, infection prevention, activities/events for patients and governance arrangements.  

  • Compliance required by 30 July 2019 (one notice), 16 August 2019 (one notice) and 19 September 2019 (five notices)

A Notice of Proposal to impose conditions on the registration of Valley Nursing Home was issued on 24 July 2019.  The conditions are to: 

  1. Cease admissions to Valley Nursing Home until RQIA is assured that compliance with the FTC notices (above) is achieved and sustained, and
  2. Ensure monthly monitoring reports are shared with the home manager, the registered person and RQIA within five working days of the visits/reports having been completed. 
Western Health and Social Care Trust

An Improvement Notice was issued to the Western Health and Social Care Trust on 22 July 2019, in relation to the recognition and management of adverse incidents and near misses.
